Policy persistence in environmental regulation

چکیده
We study the optimal emission standards under uncertain pollution damages and transaction costs associated with policy changes in a dynamic setting. We consider three alternative forms of transactions costs and show that they can lead to different kinds of delays of policy changes or smaller scales of these changes. Thus, policy persistence can be a rational response of forward-looking policy makers to future transaction costs, rather than an inefficient outcome of the current political process. © 2003 Elsevier Science B.V. Economic Competitiveness and Environmental Policy: An Application of the Heckscher-Ohlin-Vanek (HOV) Model
The relationship between trade liberalisation and the environment has been the subject of a growing body of literature in recent years. As can be seen from the differing assessment of instrument types for environmental protection, one of the important factors for the relationship between environmental protection and economic competitiveness are regulatory stringency and efficiency. This concern...

We study the optimal emission standards under uncertain pollution damages and transaction costs associated with policy changes. We show that in many situations, the authority should avoid or reduce the scale of a policy change in the presence of future transaction costs. Then policy persistence is a rational response of forward-looking policy makers to future transaction costs, rather than a pa...

The main goal of this paper is to study the relationship between exchange rate misalignments and inflation persistence in Iran. In order to achieve this goal, we first use a non-linear smooth transition regression model to estimate equilibrium exchange rate in the context of a monetary model for the period 1978:2-2012:1. This allows us to compute exchange rate deviation from its equilibrium lev...

Federal pesticide regulation began officially in 1947 with the promulgation of P.L. 80-104, also known as the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA). This early version was administered by the U.S. Department of Agriculture. Responsibility for administration of FIFRA was transferred to the U.S. Environmental Protection Agency (EPA) when it was created in 1970. Subsequently ...
متن کاملDigital divides and the role of policy and regulation: a qualitative study
This chapter aims to answer the research question: what is the role of internet policy and regulation in digital divides in Greece? I argue that Internet policy and regulation account significantly for the persistence of digital divides in Greece. The chapter draws on literature that views the role of policy and regulation in digital inclusion as problematic and proposes a more dialectical view...
